Who We Are

ESG was formed on October 19, 1992, by Mr. Timothy M. O'Dell and Mr. Cory A. Houchin following the closure of SEC Donohue‘s (a Waste Management Company) office in Tampa. Mr. O’Dell, President, is an environmental scientist with over 30 years of experience in air and water permitting, industrial hygiene, ambient air monitoring, environmental science, and analytical chemistry. Mr. Houchin, Sec/Treas, is a professional engineer with more than 25 years of experience in all areas of environmental regulation. The Company’s focus is on developing sound, economically feasible solutions to environmental situations that benefit the community, business, and regulatory entities.

ESG is considered one of the top air permitting consultants in the Tampa Bay area and has compiled numerous air permit applications for major facilities seeking coverage under the Clean Air Act's Title V Program.  Furthermore, ESG identified process alternatives that have allowed more than 20 facilities previously permitted as major emissions sources to achieve "Synthetic Minor" regulatory status. Additionally, ESG has performed more than 25 different approved source emissions tests, in both permit compliance and data acquisition capacities, for approximately 50 firms.

What We Do

ESG maintains registered civil, chemical, and environmental engineers and industrial hygienists. ESG personnel have secured both industrial and domestic wastewater discharge permits, storm water permits, air permits, and hazardous waste for all types of industrial facilities and developed several compliance monitoring plans and other consequent permit compliance plans or reports.

Similarly, ESG has conducted site assessments and developed the consequent Remedial Action Plans and/or Natural Attenuation with Monitoring Plans for several facilities throughout the southeast and Puerto Rico; many of these sites have since been granted their respective Site Rehabilitation Completion Order. ESG has performed environmental audits at various types of facilities all across Florida, including a large surface coating operation in Lakeland, a large fence manufacturer in Tampa, a large printed circuit board manufacturer in St. Petersburg, a commercial aircraft interior manufacturing facility in St. Petersburg and a large concrete batching plant company with operations throughout the Tampa Bay area.

ESG personnel conduct several Phase I and/or Phase II assessments throughout the southeastern United States each year. Phase I assessments are conducted, at a minimum, using the American Society for Testing and Materials (ASTM) E 1527 methodology; however, ESG will adjust the scope of the assessment/investigation according to the clients’ specific needs. ESG is fully certified to conduct asbestos surveys according to the Asbestos Hazard Emergency Response Act (AHERA). Additionally, ESG personnel are certified to assess unknown hazards (29 CFR 1910.120, HazWOper) sometimes encountered during Phase I assessments of industrial facilities.
